Anthony Weiner's campaign manager calls it quits amid new revelations

Danny Kadem, Anthony Weiner's campaign manager, has stepped down after the candidate's most recent publicity regarding his behavior online, according to The New York Times. TODAY's Erica Holt interviews David Gregory of NBC's "Meet the Press" about the impact this could have on Weiner's campaign.

By Daniel Arkin, Staff Writer, NBC News

Anthony Weiner?s campaign manager has quit in the wake of new revelations about the New York City mayoral candidate's online communications with women, according to a spokeswoman.

The move was first reported by The New York Times late Saturday and confirmed to NBC News by Barbara Morgan, Weiner?s press contact.

Danny Kedem, 31, informed Weiner that he could no longer run day-to-day operations after the mayoral hopeful admitted Tuesday that he continued to send raunchy photos and messages to women after resigning from Congress in 2011 amid a "sexting" scandal, according to the Times report.

When contacted by NBC News, Kedem declined to comment.

Kedem?s resignation deals another blow to Weiner?s beleagured campaign, which has struggled to rebound in the polls following the candidate?s disclosures in the last week.

On Tuesday, Weiner confessed to explicit communications with six to ten women ? three of them after he resigned ? after a gossip website published texts and photos it said were from 2012.

    Eduardo Munoz / Reuters

Former U.S. congressman from New York and current Democratic candidate for New York City Mayor Anthony Weiner stops to speak to the media outside after speaking to members of Brownsville Community Baptist Church in Brooklyn, New York on July 28.

At a press conference Tuesday, Weiner ? accompanied by his wife, Huma Abedin, an aide to Hillary Clinton ? apologized and asked voters for a second chance.

?Some of these things happened before my resignation. Some of them happened after,? Weiner said.

?While some things that have been posted today are true and some are not, there is no question that what I did was wrong. This behavior is behind me,? he said, calling his digital indiscretions ?problematic to say the least and destructive to say the most.?

On Monday, the gossip website The Dirty claimed that Weiner, allegedly using the alias ?Carlos Danger,? met an unnamed 22-year-old woman on the social media website Formspring in July 2012, sent her explicit photos and had phone sex with her before the relationship ?fizzled.?

Weiner, a six-term congressman who represented the New York City boroughs of Brooklyn and Queens, resigned in disgrace in June 2011 after it was revealed he sent a photo of himself in his underwear to a woman via Twitter.

He initially denied it was him in the photo or that he sent it, but Weiner eventually came clean, confessing that he had carried on ?inappropriate? conversations through Twitter, Facebook, email and over the phone with six women over a three-year period.

And yet, less than two years after a stunning fall from grace, Weiner, 48, appeared to be in the midst of a comeback.

Two months after he announced his return to the political stage, he was near or at the top in several polls in the race to replace Michael Bloomberg, eclipsing New York City Council Speaker Christine Quinn, who was widely considered the frontrunner.

Kedem was likely a key ingredient in Weiner's successful formula, helping to transform the long-shot candidate -- a mainstay of tabloid headlines and late-night talk show punchlines -- into a legitimate contender for New York City's top job.

Weiner has not indicated that he will drop out of the race.

Tracy Connor of NBC News contributed to this report.

Viewpoints: Rove Warns Against Government Shutdown; 'Despicable' GOP Tactics; Medicare Database A Tool To Control Costs

Fox News: Republicans Must Resist Game Of Chicken With President Over Obamacare
President Obama would love nothing more than Republicans? providing him a bully pulpit and big stick with which he can beat them daily through the 2014 midterm elections. ?That?s what the Republicans would give Mr. Obama if they shut down the government by trying to defund Obamacare in the Continuing Resolution (CR) to fund the federal government after October 1. That?s because the Continuing Resolution only affects discretionary spending. ?Virtually all of Obamacare costs are mandatory spending, unaffected by what?s in the CR (Karl Rove, 7/26).

Bloomberg: Drop The Disastrous Plan To Defund Obamacare
Conservatives on Capitol Hill think they have a chance to strike a mortal blow against President Barack Obama?s health-care overhaul this fall. If their plan goes forward, however, it will backfire. The plan is to oppose any bill to fund the government or increase the debt limit that also provides money for putting the health-care law in place (Ramesh Ponnuru, 7/26).

The New York Times:?The War Over Health Care Exchanges
Federal and state governments are entering the home stretch in the race to carry out the most important health care reform in more than four decades. The most pressing task is to establish new health care exchanges, the electronic marketplaces in which consumers will be able to compare and buy insurance plans just as they buy airplane tickets or rent cars on the Internet. ...?To their shame and discredit, Republicans are trying to block efforts to inform people about the law and are using scare tactics to keep them from enrolling. ... Their tactics are despicable?(7/26).

Roll Call:?Open Exchanges To The Poor In States That Opt Out Of Medicaid
Passage of the Affordable Care Act has positioned the United States to establish a national floor of insurance coverage for nearly all Americans, using an approach that combines employer coverage with Medicaid for the poor and a subsidized health insurance marketplace (exchanges) for people who have neither. Several unexpected twists threaten to derail this effort. The question is how to devise a solution (Sara Rosenbaum and Patricia Gabow, 7/26).

Politico: Give The Public Access To The Medicare Database
For no compelling reason, a commanding tool for trying to contain health care costs is lying unused. That sidelined powerhouse is the Medicare claims database, which holds a record of all payments from taxpayers to physicians and other providers for seniors? health care (Sen. Chuck Grassley and Sen. Ron Wyden, 7/28).

The Wall Street Journal: The Affordable Care Act's Rate-Setting Won't Work
Although I've been critical of many components of the law, there is still much to applaud. Accountable Care Organizations could eliminate duplicative services and prevent medical errors while seeking to reduce costs for individuals, particularly if their creation ultimately leads to the end of fee-for-service medicine, as I believe it will. In addition, the Health Insurance Marketplace exchange systems, once implemented, will provide individuals with competitive plan options based on price, services, quality and other factors. Even more important, the exchanges will make the process of securing health insurance much easier and more transparent for millions who don't currently have it. ? That said, the law still has its flaws, and American lawmakers and citizens have both an opportunity and responsibility to fix them. One major problem is the so-called Independent Payment Advisory Board (Howard Dean, 7/28).?

The Washington Post: Mr. Obama Should Not Ignore Entitlements?
But that?s a far cry from leveling with the public about the fact that Social Security, Medicare and the rest are crowding out other domestic priorities ? including those that the president emphasized in his speeches ? and that these programs are at the heart of the country?s long-term fiscal challenges, which have still not been addressed even as the deficit has declined in the short term (7/27).

The Hill: Opinion: GOP Gets It Wrong On Health Law
Eighty-three percent of Americans, according to last week?s NBC/Wall Street Journal poll, disapprove of Congress. That was the highest level in the history of the poll. The anger is so deep now that 57 percent want the entire Congress thrown out (Juan Williams, 7/29).

The New York Times: News Analysis: The Hype Over Hospital Rankings
Last week U.S. News and World Report released its annual list of ?Best Hospitals.? Web sites are being updated to celebrate victories. (Johns Hopkins ranks No. 1!) ... For American hospitals large and small, it clearly pays to advertise, particularly in these tough economic times and with the Affordable Care Act poised to throw tens of millions of newly insured patients into the market. ... Some critics decry the glut of hospital self-promotion as not just wasteful and costly, but also potentially dangerous?(Elizabeth Rosenthal, 7/27).

The assisted living is costly because they provide the personal apartments with so many settings to the person and in nursing homes; limited space is provided to them.

    Facilities

The facilities are individually provided in assisted living but the nursing homes provide facilities group wise.

    Atmosphere

The atmosphere of assisted living is as if homes and the atmosphere of the nursing homes are like any hospital.

If your loved one is needed the assistance in their daily activities, Sacramento assisted living facilities will become the best option for them and if your loved one needs the proper care with their health then the nursing homes will become the best option for them.

East's Coach, Lin Dunn, Named To Women's Basketball Hall Of Fame

UNCASVILLE ? Lin Dunn had already made history Saturday by being a part of the first female tandem to coach an All-Star Game in WNBA history with Cheryl Reeve.

But her day was even more special than that.

Dunn, the coach of the Eastern Conference and defending champion Indiana Fever, was named to the Women's Basketball Hall of Fame's Class of 2014.

"This is my 43rd year coaching basketball," Dunn said. "I've coached college and professional and even before Title IX [was enacted]. It's a moment in my career to reflect and look back. I'm humbled to be going into a Hall of Fame that many of my friends already belong."

The class was announced Saturday during halftime of the WNBA All-Star Game. Joining Dunn is former WNBA star Yolanda Griffith. Former collegiate All-Americans Michelle Edwards and Jasmina Perazic also will be inductees.

The other honorees are former TV analyst Mimi Griffin and former coach/athletic director Charlotte West.

    Status Quo

During a 15-minute pregame media session, WNBA President Laurel Richie said the league is more interested in building the health of its 12 teams than worrying about expansion.

"We want to make sure those teams are as strong as they can be," Ritchie said. "I would say expansion is in the future, but we have not assigned a number [of teams] or date on [the process]."

"We're no different than any other league. Our goal is to bring more fans to the arenas. We look at our attendance figures, which are heading in the right direction. We look at our [corporate] sponsorships, which are heading in the right trajectory. We want to keep heading in that direction."

Ritchie would not comment about the future of player compensation, currently capped at $107,000 a year. That's because the Collective Bargaining Agreement with the Players' Association is up for renegotiation after the season.

    Female World

Dunn and Cheryl Reeve became the first female tandem to coach the All-Star Game in league history. ? ABC hooked up official Lamont Simpson with "Ref Cam," which was attached to his right temple on an intricate headband. ? The players wore their team warmup jerseys in an effort to personalize the franchises they represented. ... By playing in Saturday's game, Seattle's Tina Thompson set a WNBA record with her ninth All-Star Game appearance. She is retiring after the season. Tamika Catchings played in her eighth game Saturday, tying her with the retired Lisa Leslie for second place. ? Former UConn star Maria Conlon-Rinaldi had a prime front-row seat across from the East bench. She is one of Diana Taurasi's close friends dating to their championship careers with the Huskies. Conlon-Rinaldi is one of the 11 dignitaries being inducted into the inaugural Seymour Sports Hall of Fame in November. ? Seattle's Sue Bird, not playing this season while recovering from hip surgery, was also in the stands. ? Candace Parker's MVP marked the fifth time in 11 All-Star games that a Los Angeles player won the award. Lisa Leslie won three and Nikki Teasley won one.

    Taurasi Issues Challenge

Diana Taurasi made news a few years ago by posing nude for ESPN The Magazine's "Body Issue," which features athletes in various stages of undress. This year's issue featured her former UConn and Olympic teammate, Swin Cash.

Taurasi was asked who won the contest.

"I mean, we can go full frontal if [Cash] wants," Taurasi said, laughing.

    'Four Of Five'

Dunn, coach of the defending WNBA champion Fever, had to hold herself back at the end of the game as the West was pulling away for the win. She said she forgot for a moment that she was coaching an all-star game.

"One thing about me, I like to win," Dunn said. "We had five goals going into the game ? showcase it, give everyone quality minutes, have fun, no injuries and win. We got four of five. But it was tremendously hard at the end of the game and my assistant had to remind me this was an all-star game. I had blocked it out."

Microsoft CEO Admits the Surface is a Flop, Explores Next-Gen Improvements

    Published on 07-27-2013 04:31 AM

It wouldn?t be much of a surprise for an average person to say that Microsoft?s iPad-killer has turned out to be a disappointment but recently Steve Ballmer, the company?s optimistic CEO, is admitting to employees that the Surface is a flop. Ballmer supposedly held a ?rally the troops? event at the Microsoft Campus recently to go over the company?s quarterly earnings as well as boost company morale. According to people at the event, Ballmer dove into how disappointing it has been trying to make the Surface a success.

Ballmer continued to tell the group that the company had ?built a few more devices than we could sell? according to the folks at Neowin. Later he admitted that Windows 8 hasn?t been adopted as fast as he had hoped and that Microsoft isn?t selling as many Windows devices as he wants either. The company has tried everything it can to sell the Surface, from a huge media campaign full of anti-iPad ads to large discounts on the hardware, but nothing has worked to convince consumers to choose the Surface over Apple?s tablet, or even the Nexus 7 or Kindle Fire HD.

Despite the $900 million loss Microsoft took from Surface sales last quarter, Ballmer says the company is working super hard to convince Instagram to make an app for Windows Phone and Microsoft is already making plans for the next-generation Surface, which might include the new Qualcomm Snapdragon 800 processor. The future of the Surface doesn?t seem too bleak as Ballmer still has some optimism left. We?ll have to wait and see what Microsoft does to improve its chances in the tablet market.

Miami-Dade mayor calls his proposal to hike tax rate a political ?misstep?

Miami-Dade Mayor Carlos Gimenez, the man who seemed prescient when he opposed an unpopular property-tax rate hike that hastened his predecessor?s ouster, didn?t see the political backlash coming when he proposed a tax increase of his own.

So intense was the outcry against Gimenez?s plan this month that he began backtracking just a day after unveiling his 930-page budget, surprising even top county administrators with his snap decision to reduce the hike.

Five days later, the mayor reversed course completely. He abandoned the rate increase altogether, calling it a ?misstep,? and framed his new position as a sign that he listens to the people.

?People say I?m a flip-flopper,? Gimenez told the Miami Herald in an interview. ?The thing is, hey, if you have to own up to it, the sooner, the better.?

The mayor justified his initial rate hike by saying reflected the cost of providing public services in Florida?s largest county. ?I?m a pretty good administrator,? he said repeatedly, ?but I?m not a magician.?

When he realized he didn?t have the political support to push the increase through, he cut his losses and acknowledged his miscalculation.

But his detractors ? and suddenly there are many more of them ? paint a much dimmer picture of Gimenez?s striking evolution on the tax rate, which will now remain flat and could force up to 400 employee layoffs, 22 library closures and the elimination of six fire and rescue trucks.

At best, they say, Gimenez, despite frequently conducting opinion polls to gauge the popularity of his policies, misread county commissioners? will and lost touch with public anti-tax sentiment a mere two years after his election following the tumultuous recall of Carlos Alvarez.

They note that the floated tax-rate hike followed the short-lived ? and ultimately unsuccessful ? plan that Gimenez, an opponent of Alvarez?s public financing for the Miami Marlins? ballpark, orchestrated to use public dollars to fund part of a renovation to the Miami Dolphins? football stadium.

At worst, critics contend Gimenez shirked from defending his principles, wavering for political expediency as soon as he realized he didn?t have the votes on the commission dais and listeners of influential Spanish-language radio began turning against him.

?His behavior is erratic. It?s confusing, and it?s a disservice to this community,? labor union leader Fred Frost of the Miami Economic Sustainability Alliance told commissioners at the July 16 meeting where they adopted the flat tax rate.

?We need to have calm, stable and effective leadership. We cannot be governed by a bumper sticker.?

Some commissioners, however, praised the mayor for his swift reversal.

?I know it takes courage sometimes to rethink one?s position,? Commissioner Juan C. Zapata said. ?It will serve this community well.?

Gimenez, a former Miami fire chief and city manager, has long considered himself more of an administrator than a politician. That posture served him well as a Miami-Dade commissioner seeking to become the strong mayor running one of the nation?s largest municipal governments.

But perhaps bolstered by his reelection to a full, four-year term last year, Gimenez appeared to lack political chops in his handling of the proposed tax-rate hike.

NC lawmakers approve GOP-backed election changes

    READ MORE:

RALEIGH, NC (AP) -- A Republican-backed measure making sweeping changes to how and when North Carolinians can vote is headed to the desk of Gov. Pat McCrory.

The bill approved late Thursday by the GOP-dominated state legislature requires voters to present photo ID and shortens early voting by a week.

The measure also ends same-day voter registration and eliminates a high school civics program that encourages students to register ahead of their 18th birthday. Disclosure requirements for campaign ads are weakened and political parties can rake in unlimited corporate donations.

Republicans claim the measures will prevent voter fraud and restore faith in elections. Nonpartisan voting rights groups, Democrats and Libertarians say the true goal is suppressing voter turnout.

The changes are expected to face court challenges in advance of the 2014 and 2016 elections.

    ????-

In what had to be one of the most beautiful evenings in weeks, about 150 people came out to show their support for the unveiling of a new mural at the Richmond ROSMY youth center.

?When the youth talk about ROSMY, they say this is a place were they feel safe, were they feel at home,? said Beth Panilaitis, Executive Director of ROSMY, as she addressed the eager crowd. ?And now we no longer have a drab wall, we have a a visual depiction of what community really is.?

The Mural covers the entirety of the north-facing wall of the 2311 Westwood Avenue location. It was a collaboration between the ROSMY youth and the local art non-profit group Art 180. Though the entire project came together in a little over a month, the detail and final presentation of the mural shows great attention to detail, and lots and lots of love.

This is not the first project Art 180 has done with ROSMY, the two groups have worked together on numerous arts projects in the past. But this has by far been the largest endeavor for the two groups. Art 180?s Program Manager Betsy Kelly was on site at the opening and said the ongoing partnership between the two groups was a great example of the work Art 180 is trying to do.

?All our programs use the tools of art to encourage young people to express themselves and to encourage their personal development?? said Kelly, ?LGBTQ youth face challenging circumstances, so we felt it was important to work with them? this mural is a prime example of these young people sharing their stories.?

Local artists Chris Milk Hulburt and Julie Elkins worked with the kids to help develop their ideas, and gave them guidance in the painting process. Both spoke briefly to explain the process the fun they had working with the youths.

?We worked a long time with the kids before we even had any kind of vision to put on the wall, and it was amazing working with ROSMY to foster a sense of trust and fun,? said Hulburt. ?The idea that this would not be our mural, but it would be ROSMY?s mural really worked out.?

Artists Chris Milk Hulburt and Julie Elkins

Elkins spoke more to the early days of the project, working with the kids to make a mural that they could really call their own. ?We worked to develop the mural to be about the values they had, and the came up with like 50 words ? everybody went and picked their favorite words and the most popular word was love, and the runner-up was community.? said Elkins.

Some of the youth who helped paint the mural spoke as well. One girl said, though the heat was nearly unbearable, the energy behind the project lead to forging new friendships among the youth. ?I found it to be a good bonding experience. Even the younger groups that I didn?t know much about, it was really cool bonding with them? It?s really good knowing that ROSMY can be represented in this way, rather than a blank, bland white wall that it was before. I think its great that it turned out like this ? it represented ROSMY perfectly.?

A gender nonconforming youth spoke more about how important ROSMY had been in his life since he started coming to the center a few years ago. ?You?d be surprised how many kids think about becoming a woman when they see a 90?s editorial with Kate Moss in it? or how many kids have an internal struggle when having to chose between the women and mens restroom.?

But jokes about cover models aside, he expressed how grateful he was that ROSMY was there to support him in his time of need. ?ROSMY was able to provide me with that validation and that sense of community and support that helped me become a young man who is socially aware and I?m so grateful. This mural is a great way to show how amazing this community is.?

You can see the mural by driving north on Westwood Avenue near the intersection with Tomlynn street. (2311 Westwood Ave)

Despite the millions of dollars?put toward saving the slinky cat, scientists say that current efforts have not accounted for the influence that shifting climate conditions will have on the distribution of the predator's main food source, the European rabbit. Saving the lynx will require incorporating Spain's changing climate into plans to relocate the cat into zones friendlier to population growth.

?Models used to investigate how climate change will affect biodiversity have so far been unable to capture the dynamic and complex feedbacks of species interactions,? writes Damien Fordham, a fellow at the University of Adelaide's Environment Institute and a co-author on a paper published in Nature Climate Change, in an email interview. ?Conservation efforts show promise, but these efforts are likely to be wasted if the effects of climate change are not considered in reintroduction strategies.?

In the early 1800s, the Iberian lynx, a spotted, yellow-eyed predator with ears like two small pie servers, commanded large territories across Spain and Portugal. Since then, roads have sliced through the Spanish countryside, putting artificial boundaries on what was once an unfettered habitat and cutting the cat?s territory by about 95 percent. At the same time, the predator?s primary prey, the European rabbit, has dwindled in number, a victim of overhunting and disease.

Noting those serious threats to the lynx's survival, about $118 million in funding has been marshaled toward lynx conservation efforts since 1994, following a survey from the International Union for Conservation of Nature?that identified the animal as among the world?s most critically endangered. Given those management efforts, the population has somewhat rebounded, especially over the past few years. The cat is now up from fewer than 100 individuals in 2008 to now just over 200, living in two communities in southern Spain.

Those conservation attempts largely focus on relocating the species to more food-abundant areas in Spain. But the efforts have not taken into account climate change?s complex toll of the geographic distribution of the rabbit, a point that could blunt their impact in just half a century, Fordham said.

Using ecological models that incorporated climate change?s influence on rabbit population patterns, scientists concluded that current management efforts will buy about 50 years for the struggling predator. That?s because climate change, at its current rate, is expected to outpace the cat?s transition to areas where the rabbit is expected to be more populous.

?Warmer and drier regional climates are likely to negatively impact the availability of habitat for the Iberian lynx and will cause shifts in the distribution of its main prey ? the European rabbit,? said Dr. Fordham. ?We forecast that these changes are likely to occur at too fast a rate for lynx to adapt.?

To save the lynx, scientists have proposed a relocation program that incorporates the influence of climate change on rabbit demographics. That would involve moving the cat to specifically identified higher-ground territories in Spain where models suggest that the rabbit will weather climate change and grow to populations sizable enough to sustain the lynx population.

?Relocations and intensive management of habitat and rabbit populations have worked as effective short-term conservation strategies,? said Fordham. ?Survival of the species in the long term will require reintroductions to ecological refuges at higher latitudes or altitudes within the Iberian Peninsula.??

The new research on the lynx joins mounting attention to climate change and its affect on ecosystems? food chains. Last week, researchers at the Monterey Bay Aquarium found that Great White Sharks depend on coastal California seals to fuel their entire thousands of miles long migration out to sea. Those seals are threatened by climate change, just as are the prey on which they feed. Researchers noted that conservation funding ? which is mostly funneled toward directly protecting the shark ? must also be put toward protecting its meals, too.

Attempts to preserve the wild lynx population would join redoubled efforts to encourage growth in captive cats. In February, embryos were removed from female Iberian lynxes at the Leibniz Institute for Zoo and Wildlife Research IZW, Berlin, Germany. Those embryos are now stored in liquid nitrogen at the Museo Nacional de Ciencias Naturales de Madrid for future use in breeding programs.

Santa Fe cries foul after Moody?s considers credit downgrade for pension debt

IS IT REALLY THAT BAD?: The Moody?s ratings service has serious questions about four New Mexico communities.

By Rob Nikolewski ? New Mexico Watchdog

SANTA FE ??One of Wall Street?s?highly-regarded bond credit rating agencies has put four New Mexico communities on ?review? for possible downgrades due to their pension obligations.

The finance director for the state?s capital city said the ratings giant?s numbers are wrong.

Moody?s Investors Service has released a list of 29 local government entities across the country that the company claims have net pension liabilities that are too large compared to their rating category. On the list? The New Mexico cities of Santa Fe, Las Vegas?and?Alamogordo, as well as Sante Fe County.

Moody?s compiled the list after changing the way it analyzes pension obligations on the state and local levels.

?We believe liabilities are underreported from a balance sheet perspective,? said Timothy Blake, Moody?s managing director, when the list was released in mid-April. ?The purpose of the adjustments is to provide greater transparency and comparability in pension liability measures for use in credit analysis.?

Moody?s ranked the city of Santa Fe as the worst in the country, saying it has net pension liabilities equal to six times its operating revenue.

But Sante Fe?s finance director said Moody?s is way off base.

?Their calculation is skewed,? Marcos Tapia told New Mexico Watchdog, noting the city is not a Moody?s client. ?We?ve told Moody?s, we need you to retract this, you need to correct this.?

Tapia says Moody?s didn?t take into account that?pension obligations to city employees come from the state-run Public Employees Retirement Association and not the city.

?They?re making assumptions that we fund our own pension plans,? Tapia said. ?We don?t.?

Two other national?ratings services have not placed Santa Fe on a review.

Fitch has given the city a AA+ rating with a stable outlook. Standard & Poor?s?gives the city a AA rating, Tapia said. S&P?s ratings scale?lists AA as ??Very strong capacity to meet financial commitments.? For both ratings agencies, AAA is the highest rating available.

Fitch does not have a rating for Las Vegas, Alamogordo or the county of Santa Fe.

Alamogordo?s finance director, Kenneth Johnson, said he believes the Moody?s review is based in part on stricter disclosure rules mandated by the Governmental Accounting Standards Board, the accounting experts used by state and local governments in the United States.

Johnson said the unfunded pension liability for Alamogordo has been reported at $40 million.

?That?s a big number,? Johnson said. ?The underlying foundation is this ??we have an obligation to fully fund retirement benefits?rest assured, we will meet our pension benefits.?

New Mexico Watchdog left voicemail messages with the finance directors at Santa Fe County and Las Vegas but had not received a return call by publication Tuesday.

The Moody?s list received national attention when, on Monday, the service downgraded Chicago?s credit rating because of the?Windy City?s large and growing pension obligations, and comes just four days?after Detroit?filed the largest municipal bankruptcy in?American history.

?You can?t compare Detroit to Santa Fe, New Mexico,? Tapia said. ?Detroit?s problems were coming to a head, 40 percent of buildings abandoned, come on?We have to handle balanced budgets. Are we conservative financially? You bet. That?s my nature.?

Wayne Probst, executive director at PERA, said he was surprised by the Moody?s review.

?I don?t know where Moody?s is getting their numbers from,? Probst told New Mexico Watchdog. ?I can?t?say they?re wrong but I think there are real questions they need to answer?I?ve gone to our own actuaries and said, ?How is this thing being calculated?? and they can?t figure it out either.?

In addition, the?Legislature?passed and Gov. Susana Martinez signed into law a ?pension-fix??in the past legislative session that promises to put state employee retirement funds on much firmer financial footing.

?We?ll be updating our actuarial valuations in the fall,? Probst said. ?I do anticipate significant improvement from this pension reform. Now it?ll take a couple of years to analyze?(but) I think we?ll have some good news to report for a change.?

Moody?s spokesman Thomas Lemmon said the review process could potentially lead to a downgrade and that ?a committee of folks make the determination? within 90 to 180 days after the review list is compiled.

Since the list?was posted April 17, decisions on potential?ratings changes could take until mid-October.

New Mexico Watchdog requested to talk to an analyst involved in compiling the list, but as of late Tuesday afternoon, we had not heard back.

Here?s the list of the 29?local governments under review by Moody?s.

(AP) ? Anthony Weiner found himself caught in another sexting scandal Tuesday like the one that destroyed his congressional career, but stood side-to-side with his wife to say that he will remain in the race for mayor of New York City.

"This is entirely behind me," Weiner said at news conference, just hours after he confirmed exchanging a newly disclosed round of sexually explicit photos and text messages with a woman online.

At the news conference, he acknowledged some of the activity took place after he resigned from the House two years ago for the same sort of behavior.

The story broke earlier in the day when the gossip website The Dirty posted the X-rated correspondence and quoted the woman, who was not identified.

Weiner turned the microphone over to his wife, Huma Abedin, who reaffirmed her support for her husband and said the matter is "between us."

"I love him. I have forgiven him. And as we have said from the beginning, we are moving forward," said Abedin, a longtime adviser to former Secretary of State Hillary Rodham Clinton.

The allegation could severely test voters' willingness to forgive Weiner, who has said he spent the two years since the scandal trying to make things right with his wife and earn redemption. Three of his rivals for mayor immediately called on Weiner to drop out of the race.

The 48-year-old Democrat, who resigned his House seat in June 2011 after acknowledging having sexual conversations with at least a half-dozen women, has been near the top of most mayoral polls since his late entry into the race this spring.

"I said that other texts and photos were likely to come out and today they have," Weiner said in a statement issued by his campaign earlier in the day. "I want to again say that I am very sorry to anyone who was on the receiving end of these messages and the disruption this has caused."

The woman with whom he exchanged the messages told The Dirty that she was 22 when she began chatting with Weiner on the social networking site Formspring. She said their online relationship began in July 2012 and lasted for six months.

She claimed Weiner used the alias "Carlos Danger" for their exchanges, but she knew she was talking to the former congressman.

The exchanges posted on The Dirty consist of sexually explicit fantasizing about various sex acts. At one point, the man reported to be Weiner wrote, "I'm deeply flawed."

The woman said Weiner promised to help her get a job at the political website Politico and suggested meeting in a Chicago condo for a tryst.

The woman claimed that she and Weiner exchanged nude photos of themselves and engaged in frequent phone sex. The Dirty ran a pixelated photo of what appears to be a man's genitals.

"This was a bad situation for me because I really admired him. Even post scandal, I thought he was misunderstood. Until I got to know him. I thought I loved him. Pretty pathetic," the woman was quoted as telling the website.

She said he later asked her to destroy the evidence of their chats. She insisted that she never had sex with Weiner or received any payment from him.

The woman claimed her relationship with Weiner "fizzled" in November 2012. She said she last heard from him this past April, when his intention to run for mayor was first revealed in a New York Times Magazine profile.

His wife, who was pregnant when the sexting scandal broke in 2011 and gave birth months later, has played a large and increasing role in his mayoral campaign. She made an appearance in his campaign kick-off video, has led his fundraising effort and recently made her debut on the campaign trail. Two weekends ago, she walked hand-in-hand with Weiner as they talked to voters on a Harlem street.

Two of his mayoral rivals ? Public Advocate Bill de Blasio and former City Councilman Sal Albanese, both Democrats, and billionaire John Catsimatidis, a Republican ? quickly called on Weiner to abandon his quest for office, as did a lesser candidate in the race.

"Enough is enough," said de Blasio. "The sideshows of this election have gotten in the way of the debate we should be having about the future of this city."

Another mayoral hopeful, city Comptroller John Liu, stopped short of calling for Weiner to bow out, but suggested his "propensity for pornographic selfies is a valid issue for voters."

The other leading Democratic candidates, including City Council Speaker Christine Quinn and former City Comptroller Bill Thompson, did not immediately comment on the new revelations.

The disclosure suddenly puts Weiner's indiscretions, judgment and candor back in the forefront of his campaign and could test voters' confidence in him, political analysts said.

Some voters have said they felt Weiner had atoned for his past and were willing to give him a second chance. But a third, after hearing allegations that his misbehavior continued after his resignation?

"It makes it tougher to believe this is behind him," said Democratic former state Assemblyman Michael Benjamin, now a political consultant.

But given the corps of voters who have shown willingness to forgive Weiner's prior behavior, the latest revelation may not be a campaign knockout, said Jerry Skurnik, a longtime Democratic consultant who is not working with any mayoral candidates this year.

Some New Yorkers were disappointed by the news that Weiner had apparently continued his online activities even after leaving office.

"I think he had a chance to redeem himself and if he did it twice, he really betrayed the public's trust again," said Jeremy Green, 22. "I think he's past the point of no return for New Yorkers."

The revelations come just two weeks after another scandal-scarred candidate, former New York Gov. Eliot Spitzer, announced his own attempt at political redemption. Spitzer, who resigned in 2008 after admitting to paying for sex with prostitutes, is running for city comptroller.

Weiner's problems began in May 2011, when a website run by conservative commentator Andrew Breitbart posted a photograph of a man's bulging underwear and said it had been sent from Weiner's Twitter account to a Seattle woman. Weiner denied he sent the photo, claiming his Twitter had been hacked.

But after more women came forward and more photographic evidence emerged, Weiner admitted he lied.

He then entered two years of self-imposed political exile, only to return this spring.

Under a huge media spotlight, he apologized repeatedly for his behavior in the initial days of his bid but then pivoted quickly into an issues-based campaign. He was largely well-received by voters and quickly established himself as a favorite in the race.

200 in 4 states had unidentified stomach bug

WASHINGTON (AP) ? More than 200 people in at least four states have come down with a stomach bug that could be linked to foodborne illness.

The Centers for Disease Control says the cyclospora infection causing diarrhea and other flu-like symptoms has been reported in Iowa, Nebraska, Texas, and Wisconsin. The CDC said eight people have been hospitalized and the reported illnesses occurred from mid-June to early July.

The Food and Drug Administration is investigating the cyclospora infections, which are most often found in tropical or subtropical countries and have been linked to imported fresh produce in the past.

The illness is usually spread when people ingest foods or water contaminated with feces. The agency said it isn't yet clear whether the cases from all of the states are linked.
