Blueant Supertooth 3 Bluetooth Speakerphone [accessory review]

Blueant Supertooth 3 Bluetooth Speakerphone

Being safe while driving is pretty darn important. Distracted drivers are such an issue that the NTSB wants all cell phone use to be banned while driving, and even y'all, our faithful readers, admit to texting while driving. While a Bluetooth speakerphone certainly doesn't mitigate all of these issues, it can certainly help to alleviate some of them. Today, we're taking a look at the Blueant Supertooth 3 Bluetooth Speakerphone.

Small and discreet, the Blueant Supertooth 3 Bluetooth Speakerphone aims to bring a big sound in a small package, all while offering a stated 15 hours of talk time and 800 hours of standby time. Blueant uses some "Digital Signal Processing" to give incredibly clear call quality and microphone, but in my experience, the quality isn't anything to phone home about. It's not bad, but it's not mind-blowing.

The microphone has a little niggle in that it cuts off the very beginning and end of your phrases. This makes total sense to me (since those are typically the softest parts), but even with the windows rolled up and? the stereo off, the issue persisted. The promise of eliminating noise, even while the car is traveling, has loud engine noise, or while the windows are down seems unfulfilled.

Touching the green button while you're all paired up gives you the option to choose your favorite voice dialer on your phone, and surprisingly enough, the stock voice dialer worked better than both Vlingo and Vlingo InCar. This is mostly because voice dialer goes straight to listening for your command, whereas Vlingo and its InCar variant both open the full app, then? want you to touch a button onscreen, before they'll listen for a command. With the stock voice dialer, I had no misdials, so I can say the microphone picked up names quite well.

The Supertooth 3 attaches to your visor using a metal clip and magnets attached to the actual speakerphone. I'll admit, this is pretty brilliant. The metal clip is small and unobtrusive, giving you enough flexibility with placement. The magnets on the back of the speakerphone are strong (it won't come unlatched, even if you're driving over bumps), and when you've parked, you can easily remove it from the clip to hide (if that's your thing).

Overall, the Blueant Supertooth 3 Bluetooth Speakerphone is good. It's not bad, but it isn't great, either. If you're looking for a solid Bluetooth microphone, this one won't steer you wrong, but for the price, there's probably some higher quality devices you could pick up.

We've got a picture gallery after the break.

Ask Tiggy

Dear Tiggy,

I don?t fancy any men, but I admit to, on the odd times, going to gay bars when traveling. I also, once in a while, go to gay/bisexual saunas where I give some men hand jobs. I just like both the look and feel of a man?s private parts. I know I fancy the females?am I bi or what?

-U.K. Stevie

Dear Tiggy,

I?m a 33-year-old male and I have been married to my wife for about seven years. Unfortunately, I haven?t been faithful throughout the course of our marriage. Perhaps the lack of fidelity is my only real issue and everything else is just moot.

I am extremely attracted to and aroused by my wife, and yet I still have urges to be with men. My wife knows that I had a short sexual relationship with a man before we got married, but I?ve always told her that I was just lonely and being sexually adventurous at the time.

Although I find myself aroused by the male body and genitals, I?m still not sure that I?m really bisexual. I have issues with kissing men, for instance. I?m just not interested in that kind of intimacy with another guy.

I would never leave my wife, but I don?t think I would ever be interested in or capable of a loving relationship with another male. I don?t want to snuggle with another guy or show any signs of affection. I want to have more sex with my wife, and I usually start having desires for men when I haven?t had sex with her in a long time (i.e. a week or so). Am I bisexual or just overly sexual?

-FunTonight69@?

Dear Tiggy,

At school recently, I?ve had a crush on this girl (I?m a guy). With girls, I think about relationships. There is also this guy at school who I think is hotter than everyone, but with him I just want to get on to the you-know-what part instead of the relationship part. The weird thing is, I think the guy is way hotter and sexier than the girl. Am I gay, straight, bi, or just bi-curious?

-Frustrated

Folks, for once and for all: I cannot tell you what your sexuality label is. I?m sure it would be a lot easier for some of you if Tiggy were some sort of sexuality slot machine but she isn?t. The only person who can identify your sexuality is you.

Your sexuality label is a socially-constructed concept, not unlike race. (Repeat: your sexuality label, not your sexuality.) For a better understanding of the implications of this, please read this terrific article from the Fall 2011 issue of Good Magazine. In it, the author describes what race ? or ?ethnic background label,? if you will ? he would be in different places and times. It?s funny to think that you?d be considered a different race depending on where and when you existed, but it?s true. Sexuality labels work similarly; perhaps you?ve even heard someone say, ?If I were younger, I think I would identify as bisexual.? Figuring out which label works for you can be particularly complicated for those of us who are ?mixed.?

Check out this advice that I gave to someone trying to find her own label. For you three in particular, you might consider identifying as ?hetero-romantic bisexuals.? That means that you?re interested in romantic relationships with the opposite sex but are open to sexual relationships with all sexes.

P.S. FunTonight69@?, your third sentence? Probably. And a first step in turning over a new leaf might be to stop using FunTonight69 as your handle.

The 41 most influential newspapers on Twitter and Facebook

I ran a handful of newspaper Twitter accounts through Klout this morning to measure their social media influence. Klout uses ?35 variables on Facebook and Twitter? to create a score that it describes as a measurement of ?overall online influence.?

After Dylan Stableford (@stableford) published a list of top 25 newspapers on Twitter, ?based on print circulation, Mathilde Piard ?(@mathildepiard) followed with her own list of top newspapers on Twitter that ?goes by number of followers on Twitter, not circulation.? I used the accounts from those posts to create the list below. Make sure to read those posts to learn about the selection process.

India: Kashmiri Christians arrested for being Christian

More tolerance and coexistence, compliments of the religion of peace. If liberals continue to have their way, this will soon begin ocurring in countries all over the world.

?

Indian Kashmir: Christians arrested for ?promoting enmity?

Srinagar (AsiaNews) ? Christian couple in the town of Bandipora (Jammu and Kashmir) have been accused of ?promoting enmity? and arrested for distributing pamphlets. According to state police, Mafford Maharaj Singh, 62, and his wife Kusum, 60, along with a local girl disturbed the leaflets to people at a city market, who began to shout to attract police attention. Their children, originally from New Delhi, tell a completely different version: ?Our parents went to Srinagar on April 16 last year to attend a wedding. The next day, while doing some shopping at the market, talking to a salesman our father said he was Christian and they were insulted, beaten and finally arrested by local police. ?
The agents said they arrested the two ?as a precaution to prevent tensions in the area.? Meanwhile, however, the case was registered under the Article 153 A (promoting enmity between groups on the basis of religion, race, place of birth, residence, etc..) under the Ranbir Penal Code this Article provides for up to three years prison, fines or both. In case of offense on religious grounds, the sentence can be extended up to five years in prison.
For Sajan George, president of the Global Council of Indian Christians (GCIC), the arrest is evidence the ?growing pressure to which they subject Christians by kashmiri Muslim majority. Since local imams decided to stop any kind of fitna [whatever may disturb the faith of a Muslim, ed], life for the Christian minority is increasingly difficult. ?
Six months ago there was the case of Rev. Chander Mani Khanna, pastor of All Saints Anglican Church, arrested for having baptized seven young Muslims, due to allegations by an Islamic court (which has no legal authority in India, ed.)
Today, Mirwaiz Umar Farooq, chairman of All Parties Hurriyat Conference (moderate coalition fighting for the independence of Kashmir from India), has launched a website that wants to control the alleged conversion to Christianity of young Kashmiris. ?This ? says Sajan George ? is actually an attempt to monitor the activities of missionaries.?

An Interview with Alain Wong, Community Manager at Akoha

You may know Alain Wong as Akoha?s community manager, but Alain is actually much more than that. He is the brain behind many of the most popular missions in Akoha (as well as the strangest ones!). He is our Gifts Gardener, our Facebook Chef, our Twitter Ninja, our Blogger Extraordinaire and our Vimeo Guru. But wait? there?s more! Alain is also involved in every daily decision made at Akoha ? he is a key contributor and we love working with him. So today, let?s get to know him!

You are a passionate, award-winning Swing and Lindy-Hop dancer and teacher. When did you catch the Lindy Hop bug, how did it all start?

Alain: I was introduced to swing dancing during my first year at McGill University in 2000. At the time, I?associated dancing with going to clubs and ?shaking it?. And although I had always loved it, I felt out of place in dance clubs because I found that most people didn?t go there to dance, but rather to look cool and to pick up.?So when I saw these students just dancing for the fun of it with each other, I knew I had discovered something special.

Watch Alain swing out at 1:09 in the following Gmail: Behind the Scenes video:

Ten years later, the passion for Lindy Hop and all things?swing is still there. Swing dancers are genuinely warm, open and welcoming. And the dance itself is full of history and culture, from the social struggle of African-Americans in a segregated America to the wonder that is jazz music.

Through?swing?dancing, I discovered more about myself both physically and emotionally. I also discovered and continue to discover great music from true musical geniuses who lived in the 1920?s, 30?s and 40?s. Finally, I?ve made many life-long friends because of?the social aspect of swing dancing. The Lindy Hop community is my third home.

Beyond dancing, you seem to have many other passions. A few of them are Jazz music, biking, and reading. You?ve studied marketing and law before getting into web startups. You?ve also recently started learning Kung Fu! It?s not easy telling who you really are, so we?ve compiled a few numbers for you, and see if it helps. Read on!

You?ve played over?250 Akoha missions. Your most popular missions are:

You received?429 gifts for your mission plays. These are the ones you received most often:

  • Party Hat (19)
  • Holy Grail (13)
  • Champagne For Two (12)
  • Mister Hello (12)
  • Golden Trumpet (12)
  • Happy Muffin (11)
  • Cuddly Tiger (11)

You?gave 845 gifts to other Akohans. Here are your favorites:

  • Wreath of Inspiration (25)
  • Hungry Lion (24)
  • Blue Ribbon of Patience (23)
  • Rainbow of Hope (22)
  • Dragon Monster (21)
  • Laughing Baby (21)

So, if we were to define who you are based on these numbers, we?d say something like this:

  • You live in the moment
  • You are playful
  • You are a party animal
  • You are a foodie
  • You have a great heart
  • You are still trying to find yourself :-)

How far away is that from the truth?

Alain: I think it accurately describes me.?I would describe myself as a spontaneous person who lives in the moment. I truly believe in carpe diem and remind myself daily that I could die tomorrow. I know, it sounds morbid, but this acceptance of death allows me to live without regrets and more importantly, to be open to experiencing and learning by living.

On Akoha, I find that many missions allow you to live?new experiences. And the resulting mission plays are inspiring. I learn a lot from fellow Akohans, which is why I give the ?Wreath of Inspiration? gift so often. I?m pleasantly surprised by how candid and authentic people are ? Akohans are not afraid to share their fears, their vulnerabilities, their deep emotions. I think being truthful and authentic is the greatest gift that one can give to another human being, and that?s what makes it such a pleasure working with the Akohan community.

In my own life, I try to be as open as possible and to be in touch with my emotions. So when other people do the same by sharing personal stories and experiences of themselves on Akoha, it resonates with me as a human being.

You also enjoy traveling. What are the top 3 places you?ve never been to that you?d like to visit?

Alain: These days, I travel mainly for dancing. I?ve been fortunate to have danced in London, Paris, Montpellier, Barcelona, New Orleans, Seattle, Washington, San Francisco, New York and many more locations.

In my top three places I?d like to visit, two of them have huge swing dancing communities. One is Melbourne, Australia, and the other is Seoul, Korea.?The third place I?d like to travel to is China. Although I have deep Chinese roots and have watched countless Hong Kong movies, I?ve never been back to the land of my ancestors. So if I could afford to, I would enjoy visiting Hong Kong and Tibet.

What is it like working at Akoha?

Alain: I enjoy working at a startup. I?ve worked in tech startups during the last three years of my life, and have discovered that the environment fits my personality.?I like the challenge of being in an early stage company, of having to take on many roles and responsabilities and of having to adapt to ever-changing situations. Every day is exciting!

I also strongly believe in the mission and values of Akoha. After reading John Wood?s book ?Leaving Microsoft to Change the ?World? and subsequently embarking on a bike ride from Vancouver to Tijuana for micro-credit, I realized that it?s important that my work be meaningful. Through Akoha, I can make a difference in people?s lives.

When Alex Eberts & Austin Hill founded Akoha, they believed that they could make the world a better place. That?s exactly what we?re doing.

Thanks a lot Alain!

P.S. Here?s an image generated using words that appeared in Alain?s mission plays. See if you can recognize him.

And finally, here?s another one of Alain?s performances for you to enjoy!

Our enthusiast reader ask a question about home DIY. I?ve got some destroyed cabinets, an old door, some pipes, some scrap lumber, and some scrap plywood. This is all the result of a few home improvement projects. It?s all too big to fit in my normal trash can. My trash company won?t pick up anything that isn?t in their trash can. I called a dumpster service, and they will drop off a dumpster for $ 80. A trash hauler will come by for $ 120. I was hoping for something a lot cheaper. Any ideas?
Thanks for the replies so far. Some more details:

- I live in a beach town in Los Angeles county. The houses are very close to each other and yards are very small. So burning is not possible in my area.

- I looked into driving my trash to the dump myself. LA is a big place, and the only public ?dump? I could find was 40 miles away. And they charge by the pound. And I don?t have a pickup or trailer. So after renting a pickup or trailer, then driving 40 miles, and paying to drop it off, this would be a huge hassle and expense.

Right now, renting a dumpster is looking like the best option. Or finding a community dumpster (even if it isn?t my community!) and tossing this stuff in.

Hi cdeguire, In my humble opinion, with my experiences in home DIY? here is my best answer.
If you or a friend have a pick-up truck, you could throw the debris in the back of that and haul it to the local dump yourselves.

Good luck!

Managing Home Property Through Global Relocation Services

It can be a challenge to move overseas. If your move is temporary, and if you want to hang on to valuable real estate at home, it can be even more difficult. You can get friends or family to help you manage your property, or you can make use of global relocation services that are qualified to help you.

There are positive aspects to each. Enlisting your family to handle things while you?re away means someone you already know and hopefully trust is going to take care of all the details.

The con is ? it?s your family. Just like the warnings about lending money to family, asking them to deal with the hassles, legal issues, and stress of managing your property can ruin the relationship. You certainly can?t handle it yourself from afar.

The Challenge
If you?re moving overseas and rent your hometown real estate, there are many things to consider when renting your property. If you own rental properties, it adds more of a challenge. Dealing with various issues from half way across the globe is not at all ideal. Hiring a professional can save a lot of headaches when it comes to:

??? ?Collecting rent
??? ?Knowing the legal process for eviction
??? ?Handling maintenance issues

What do you do when something needs immediate repair, or in a situation where rent is overdue? Receiving calls at odd hours, or trying to collect from, or even evict a tenant could prove to be a nightmare. You don?t want to put family or friends in harm?s way if a touchy situation arises with your tenants.

Protecting Yourself
Lay out the expectations with your global relocation service. Have a contract that includes a clause for spending. Set it up so that the agent must ask your permission before spending certain amounts of money on the property.

These professionals will likely have an errors and omissions insurance to handle disaster and legal issues. For instance, if there?s a fire ? professionals can obtain bids, hire contractors, supervise, and coordinate payments with the insurance company. It would be a lot to ask of someone close to you.

If you aren?t happy with the management provided, you can fire the company? it?s a lot easier than firing a family member.

Are you being transferred, or sent overseas but don?t want to sell your current property? Do you need help finding a new home for the relocation? Contact us and we can help you sort out the details.

Putting the 'Insurance' - Health Insurance Brokers, LLC

We understand that it would make no sense to buy auto insurance after we?ve already crashed our car. We appreciate that it would be strange to buy homeowner?s insurance after our house has already burned down. And yet, when it comes to health coverage, many of us think that it makes perfect sense to wait until we?re sick to buy health insurance. If we really want to make health insurance affordable and accessible to everyone, we need to go back to basics, and understand all of the government-induced distortions that have made health insurance look nothing like actual insurance.

The point of insurance, of course, is to pool the risks of a group of people as a mechanism for protecting against uncertain financial loss. If 100 people pool their risks together and the home of one of them burns down costing $100,000, each person ends up paying around $1,000: a hundred thousand divided by 100, plus the overhead costs associated with administering the scheme.

But there?s a twist. Let?s say one of the homeowners lives in a neighborhood where the frequency of arson is high. Let?s say another homeowner lives in an arson-free neighborhood, with a fire station next door. Should these two homeowners pay the same $1,000 for their insurance? The second homeowner would call that a bad deal for him, and would ordinarily refuse to participate, unless the insurance premiums were adjusted so that he paid less, while the first homeowner paid more.

The adjustment of health insurance premiums, based on the risks of each policyholder, is called medical underwriting. In nearly all types of insurance, without underwriting, insurance would be prohibitively expensive. If the price of insurance for low-risk individuals is unfairly high, the low-risk types will sit on their hands, and only high-risk individuals will buy insurance. Because high-risk individuals have higher average costs, the costs of premiums will go up: a process called adverse selection.

Adverse selection is a serious problem. According to the U.S. Census, 55 percent of Americans without health insurance are under the age of 35. 72 percent are under the age of 45. It?s these generally healthy people, in the first halves of their lives, who elect to go without insurance, because it is far too expensive, relative to their current health status. Older Americans are much more likely to be insured, because they get a great deal: the cost of their insurance is heavily subsidized by the young.

How government policies create adverse selection

Thanks to a number of unwise policies adopted by state and federal governments in the United States, adverse selection is a huge problem in American health insurance. Let?s go through these policies.

Community rating. Community rating provisions prevent insurers from varying premiums on the basis of a policyholder?s age, gender, or health status. For example, Massachusetts in 1996 enacted a law requiring that insurers charge their oldest customers only 2 times what they charge their youngest ones. Obamacare imposes a similar 3:1 rating band based on age, and prohibits insurers charging different rates based on health status.

The problem is that the oldest individuals in the private market (those younger than 65), on average, spend six times as much on health care as the youngest ones do (those older than 18). Hence, 3:1 community rating forces the youngest people to pay 75 percent more for insurance, so that oldest people can pay 13 percent less.

Above is a simplified illustration of how community rating causes adverse selection. In the first bar, there is a classically underwritten distribution of insurance costs: the 18-year-old pays $800 in premiums, and the 64-year-old pays $4,800: six times as much. Then, in the second bar, 3-to-1 community rating is imposed, which redistributes the cost of premiums. Now, 18-year-olds must pay $1,400 for insurance?a 75 percent increase?so that 64-year-olds can pay 13 percent less.

When a young person?s average annual health expenditures are $700 a year, and he is asked to pay $800 a year for insurance, it?s a reasonable deal. But when that same person is asked to pay $1,400 a year for his $700-a-year expenditures, it?s an unreasonable deal. You can?t blame young people for balking at that offer. If 50 percent of the young people drop out of the insurance pool, but all of the older people stay in, you get the third bar, in which adverse selection drives up?by 17 percent?the average premium costs for the people remaining in the insurance pool.

What?s telling in the above illustration is that, after adverse selection, the oldest policyholder ends up paying more than he would have under free-market underwriting: $4,900 instead of $4,800. A government policy aimed at forcing young people to subsidize premiums for the elderly ends up driving up costs for everybody.

Guaranteed issue. For the same reason, forcing insurers to cover everyone with pre-existing conditions drives premiums upward. If you know you can buy insurance after you?re sick, you have every incentive to drop out of the system now, and wait until you?re sick to buy insurance.

Benefit mandates. Coverage mandates also create adverse selection. For example, some states force all plans in a state to cover acupuncturists and chiropractors. Others force insurers to cover substance abuse treatment and smoking cessation programs. Lobbyists convince state legislatures to adopt these mandates, in order to enrich their service-providing clients. If you?re a drug addict, it?s a great deal. If you?re not, it?s another reason for you not to bother buying insurance.

The typical benefit mandate adds 4 percent to the cost of an insurance plan. According to a study by Victoria Bunce of the Council for Affordable Health Insurance, 106 new insurance mandates were enacted by the states in 2011. Rhode Island and Virginia lead the nation with 70 mandates each, as of 2011. Idaho and Alabama are last, with 13 and 19 mandates, respectively.

Other benefit mandates are financial, such as Obamacare?s requirement that all plans sold on the new exchanges have a ?minimum actuarial value? of 60 percent. This means that insurers must cover more of your care, which means that premiums need to be higher. Young, healthy people have little interest in such plans.

Any willing provider. ?Any willing provider? mandates restrict the ability of insurers to exclude certain doctors and hospitals from their networks. If insurers have to work with everyone, they lose some of their negotiating leverage with hospitals to keep prices down.

Contractual breakdown. An underappreciated issue that drives adverse selection is that of contractual breakdown. Under Obamacare, policyholders are able to terminate their insurance coverage at any time. But insurers are forced to honor their policies if their beneficiaries get sick. As Richard Epstein puts it,

The least risky individuals, therefore, have every incentive to get out of the system, which is regrettably accommodated by the [Affordable Care Act] rules that allow people to terminate coverage unilaterally at any time for any reason. A sounder system would have allowed health-insurance carriers to require the insureds to pay a penalty to withdraw from coverage, or to insist that they remain in the plan for some minimum period.

What phone companies can routinely do is thus systematically denied to health-insurance carriers.

Again, if insurers can?t count on policyholders to stay on their plans for the length of their contracts, insurers have to charge more money to make up for the fraction of people who game the system by dropping out.

In addition, carriers have no incentive to enter into long-term contracts with beneficiaries. When it comes to health care, long-term policies would do much to improve the system.

Let?s say you buy a health insurance policy that lasts for five years, which neither side can unilaterally terminate. That?s a system that is common in Switzerland. There, contracts are signed for one to five years, and can?t be broken unless you leave the country.

Under a five-year contract, the insurer has a much greater incentive to make sure you stay healthy, because it will be more liable for the bills if your health deteriorates. One-year contracts, on the other hand, incentivize an insurer to simply hope that you don?t get sick, with little eye to the long term.

Says Harvard Business School?s Regina Herzlinger,

Why don?t you get rewarded [for healthy behavior, in the U.S. system]? So here?s a Swiss health policy, a five-year policy, they measure your health in the beginning of the five years, they predict how healthy you will be five years from now. You have to stay with them for five years, because they?re going to make you healthy. They?re going to help you get healthy. And they want you to be around with them when you?re finally healthy. Here?s the deal: at the end of the five years, if you?re as healthy as they predicted, or healthier, they give you half your money back.

Because Americans don?t buy insurance for themselves, they have no incentive to buy plans like these.

What can be done?

Reforming the system involves, first and foremost, encouraging people to buy insurance for themselves, by eliminating the tax-code discrimination against individually purchase health insurance. Second, people should be able to buy insurance across state lines. When individuals are buying their own policies, they will vote with their feet for policies that have fewer mandates and fewer problems with adverse selection. Third, we should eliminate federal mandates that drive up insurance costs, especially in the individual market.

In addition, we should eliminate the barriers against long-term insurance contracts: (1) the ability of policyholders to terminate their coverage at will; and (2) policies that discourage the formation of multi-year insurance contracts.

One possible reform is to encourage more innovation with guaranteed-renewable insurance, such that a person who buys insurance for one year is contractually guaranteed the opportunity to renew that policy at previously-agreed-to rates. The existing forms of guaranteed-renewable coverage tend to increase up-front costs in exchange for lower costs on the back end, which can still cause adverse selection. The goal would be to preserve the incentives for people to buy insurance in the first place, and encourage long-term encourage contracts.

Free markets continually make all sorts of goods cheaper and more plentiful. Some cling to the belief that this can?t be achieved with health insurance. But it can.

Tokyo Sky Tree takes root as world's second-tallest structure

Kyodo via Reuters

The Tokyo Sky Tree, the world's tallest broadcasting tower, opened to the public on Tuesday.

By Arata Yamamoto, NBC News

TOKYO -- The world's second-tallest structure?opened to the public on Tuesday.

The Tokyo Sky Tree is now the world's tallest broadcasting tower. It is expected to draw in 32 million visitors a year, more than Tokyo Disneyland.

Featuring?two observation decks and an adjacent shopping arcade which includes a planetarium and an aquarium, it stands?2,080-feet high on the eastern side of city, away from the glitzy Shibuya and the Ginza districts.

Sky Tree overlooks Sumida and Arakawa rivers, the symbols of Old Tokyo area, and on a clear day provides a panoramic view beyond the capital including Mount Fuji.

As?its name suggests, the tower employs branch-like joints made of high-strength steel tubes and is anchored with triangular, walled spikes 330 feet underground like a root of a tree to withstand strong earthquake and typhoons.

Panoramic views of Tokyo can be seen from atop the Tokyo Sky Tree, the second tallest tower in the world and the tallest freestanding broadcasting tower that opens to the public next month. Msnbc.com's Dara Brown reports.

An inner column that's separated from the outer frame, an idea borrowed from traditional five-story pagoda temples, was incorporated to reduce the impact of tremors by 40 percent.

PhotoBlog: More images of the Sky Tree

During last year's March 11 earthquake, workers were putting in place the tallest section of the tower. Although it swayed almost 20 feet, the structure wasn't damaged.

A man with a hairstyle featuring the Tokyo Sky Tree, waits to enter the structure.

Only 8000 people with advance reservations were able to access the tower's observation deck on Tuesday. But tickets will be made available again in July.

Dubai's Burj Khalifa, which stands 2720-feet high, is the world's tallest structure. China's Canton Tower was previously the world's tallest broadcasting tower.

Updated at 3:18 p.m. ET: CHICAGO -- NATO leaders sealed a landmark agreement on Monday to hand control of Afghanistan over to its own security forces by the middle of next year.

Leaders gathered at a NATO summit in Chicago formally endorsed a U.S.-backed strategy that calls for a gradual exit of foreign combat troops by the end of 2014 but left major questions unanswered about how to prevent a slide into chaos and a Taliban resurgence after the allies are gone.

?Today we have taken further important steps on the road to a stable and secure Afghanistan and to our goal of preventing Afghanistan from ever again becoming a safe haven for terrorists that threaten Afghanistan, the region, and the world,? NATO members said in a joint declaration.

The two-day meeting of the 28-nation alliance marked a milestone in a war sparked by the September 11 attacks that has spanned three U.S. presidential terms and outlasted al-Qaida leader Osama bin Laden.

President Barack Obama and NATO partners sought to show their war-weary voters the end is in sight in Afghanistan - a conflict that has strained Western budgets as well as patience - while at the same time trying to reassure Afghans that they will not be abandoned.

A decision by France's new President Francois Hollande to pull out French troops by the end of December - two years ahead of NATO's timetable - has raised fears that other allies may also think about a rush to the exits.

After at least 45 people were arrested over the weekend amid violent clashes at the NATO summit in Chicago. NBC's Chuck Todd reports.

"Our nations and the world have a vital interest in the success of this mission," Obama told a summit session on Afghanistan. "I am confident ... that we can advance that goal today and responsibly bring this war to an end."

Alliance leaders, in a final communiqu?, ratified plans for the NATO-led International Security Assistance Force to hand over command of all combat missions to Afghan forces by the middle of 2013 and for the withdrawal of most of the 130,000 foreign troops by the end of 2014.

The statement deemed it an "irreversible" transition to full security responsibility for fledgling Afghan troops, and said NATO's mission in 2014 would shift to a training and advisory role. "This will not be a combat mission," it said.

Doubts remain, however, whether Afghan forces will have the capability to stand up against a still-potent Taliban insurgency that Western forces have failed to defeat in nearly 11 years of fighting.

NATO summit prompts little buzz on streets of Kabul

NATO diplomats said thinking had moved to the logistical challenge of getting a multinational army that size out of the Afghan mountains and deserts and back home - safely and with their equipment.

They said the aim was to sign a framework agreement with Afghanistan's northern neighbor, Uzbekistan, to allow "reverse transit" of NATO supplies from Afghanistan.

NATO has also been trying to persuade Pakistan to reopen its territory to NATO supplies, which Islamabad has blocked since NATO forces killed 24 Pakistani soldiers forces in a cross-border incident last year.

But a deal was not expected to be clinched by the end of the summit on Monday.

Meanwhile, anti-war protesters staged a peaceful march on the headquarters of U.S. defense contractor Boeing. Between 200 and 300 demonstrators, some throwing paper planes, gathered in a festive atmosphere outside the company's headquarters.

Occupy Chicago, the local chapter of the loose-knit anti-Wall Street Occupy movement, had promised to shut down Boeing's headquarters, which it called "NATO's war machine."

The demonstrators gathered only briefly outside Boeing's building and then moved on.

The?demonstration came a day after a protest march Sunday that was one of the city's largest in years, with thousands of people airing grievances about war, climate change, economic inequality and a wide range of other complaints.

Some protesters hurled sticks and bottles at police. Officers responded by swinging their batons. The two sides were locked in a standoff for two hours.

Forty-five protesters were arrested and four officers were hurt, including one who was stabbed in the leg, police said.
