Venezuela's Chavez revels in convincing election win

CARACAS (Reuters) - Venezuelan President Hugo Chavez pledged to deepen his socialist revolution after a comfortable election victory that could extend his divisive leadership of the OPEC nation to two decades.

The new six-year term clears the way for Chavez, who is recovering from cancer, to consolidate state control over Venezuela's economy, possibly with more nationalizations, and continue his support for left-wing allies in Latin America and around the world.

The victory also cements his status as a towering figure in modern Latin American history and an icon of the political left. But the slimmer margin of victory - 10 percentage points, down from 25 points in 2006 - reflected growing frustration among Venezuelans at day-to-day problems such as rampant crime and blackouts, which Chavez will be under pressure to tackle.

Tens of thousands of ecstatic supporters celebrated in the streets around the presidential palace overnight, pumping fists in the air after the former soldier was re-elected with 1.5 million more votes than younger rival Henrique Capriles.

"Venezuela will continue along the path of democratic and Bolivarian socialism of the 21st century," Chavez, 58, thundered from the palace balcony, holding up a replica of the sword of independence hero Simon Bolivar.

It was an extraordinary victory for a leader who just a few months ago feared for his life as he struggled to recover from cancer. Turnout was a record 80 percent of registered voters, boosting Chavez's democratic credentials despite critics' depiction of him as an autocrat who tramples on private enterprise and silences political foes.

In a nod to the opposition's strong showing, Chavez promised in his victory speech to be a "better president." On Monday, he said on his Twitter account that he had a "pleasant conversation" with Capriles and called on Venezuelans of all political stripes to unite.

The conciliatory tone marked a stark contrast to Chavez on the campaign trail, when he never publicly named Capriles and repeatedly disparaged his challenger as a "pig" and a "right-wing oligarch" who would govern only for the rich.

That message resonated with poor voters, with whom Chavez has cultivated a remarkable bond over the years by funneling record oil revenues to social programs.

Chavez's victory pushed Venezuelan bond prices slightly lower on Monday in thin trading as some investors unwound bets that Capriles would win. Despite Chavez's anti-capitalist rhetoric, Venezuelan bonds are among the most-traded emerging market debt on Wall Street because they offer high yields.

ALL EYES ON CHAVEZ

A retired lieutenant colonel who first won fame with a failed 1992 coup, Chavez has become Latin America's main anti-U.S. agitator, criticizing Washington while getting close to its adversaries, including Syria and Iran.

A decade-long oil boom has allowed him to fund ideological allies from Bolivia to Cuba, where Chavez's victory was met with relief. Cuban leader Raul Castro was among the first foreign leaders to congratulate Chavez, calling the vote a resounding endorsement of the Venezuelan leader's "Bolivarian Revolution."

Chavez sends discounted oil to more than a dozen Central and South American countries. Communist-led Cuba, for example, receives more than 100,000 barrels a day of Venezuelan crude.

Venezuela is often repaid for the oil in services - Cuba sends doctors to Venezuelan slums, others pay in food and livestock - putting strain on the finances of state oil company PDVSA, which is already struggling to meet output targets.

With the election over, all eyes are on what Chavez will do next. After his landslide win in 2006, he ordered takeovers in the telecommunications, electricity and oil sectors. Some worry he could now extend nationalizations to other corners of the economy, including the banking, food and health industries.

Any recurrence of the pelvic cancer that has already forced him to undergo three operations in Havana since June 2011 could derail his plans.

The constitution states that if an incumbent steps down in the first four years of a six-year term, a new vote would be called - meaning that under such a scenario Capriles or another opposition candidate would have another crack at power.

Opposition leaders were crushed by the loss. After a tireless campaign that generated widespread euphoria among anti-Chavez voters and saw Capriles narrow the gap in polls, the opposition was hoping to finally unseat their nemesis.

Capriles, a 40-year-old state governor, bared his soul on Monday in a flurry of emotional Twitter messages, and urged his followers not to give up.

"I know a lot of people are sad, but we need to bounce back and keep believing that we can and will build a better country," he said.

STATE ELECTIONS LOOM

Capriles and other leaders of the Democratic Unity coalition must now prepare for state governor elections in December. They were hugely disappointed at winning a majority vote in only three of Venezuela's 24 states on Sunday, and need to win more governorships to chip away at Chavez's influence.

The Obama administration praised the Venezuelan people for the high turnout, but stopped short of congratulating Chavez.

"We have our differences with President Chavez, but we congratulate the Venezuelan people on a process that included high levels of participation," White House spokesman Jay Carney told reporters aboard Air Force One.

Relations with Washington are likely to remain on edge, though Venezuelan oil has continued to flow to the United States over the years despite diplomatic tensions.

Though Capriles was indisputably the strongest candidate to face Chavez since the leftist leader was first elected in 1998, few in the opposition thought the fight was fair.

Chavez made ample use of state television and spent 47 hours in "chain" broadcasts that forced other local television stations to carry speeches peppered with political commentary.

He also handed out houses and pensions financed with state funds, often in ceremonies that glorified his administration, while warning that the opposition would undo such programs.

The spending spree has weakened Venezuela's finances and may force a currency devaluation in early 2013, which would likely spur inflation that has been a top complaint among voters.

Rating agency Fitch voiced concerns on Monday about the Chavez government's ability to rein in its fiscal deficit while maintaining economic growth and curbing inflation.

Biologist and philanthropist Eric Peterson explains why the best way to do coherent, long-term research was to create his own institute on a Canadian island

What drove you to create your own privately funded research centre, the Hakai Institute?
I believe our independence, focus and long-term commitment will produce great science in a part of the world that deserves attention. I lament that so much science seems episodic and fragmented. I saw in Hakai an opportunity to do definitive work rooted in a specific landscape, over a timescale of decades and across a broad range of disciplines.

You set up Hakai on an island off the coast of British Columbia. Why there?
I know this coast well - my grandparents travelled up and down it by steamer 100 years ago - so I had long known what a jewel Hakai was, an exotic place, a wild place with spectacular beaches, halfway between Vancouver and Alaska. At Hakai we sit on the only deeded land on an uninhabited island, Calvert. The island is 161 square kilometres and is in turn in the middle of an uninhabited 1200-square-kilometre marine conservation area. Thanks to our great working partnership with BC Parks, this huge and incredibly diverse natural laboratory is at our disposal.

What are you studying at Hakai?
We have a feast of opportunities in marine and terrestrial ecology. We are drawn to phenomena that cross the boundary between those domains, for example the interaction between the bog forests and the food webs in channels and inlets, or our sand ecosystem that links dunes, beaches and underwater sediments.

Is it just ecology that you focus on?
We have come to realise that during the millennia since the ice sheets receded, the sheltered bays and channels near Hakai were home to villages and other sites that are among the oldest and most important on the British Columbia coast. We never expected archaeology to be part of our research, but it turns out to be an essential part of the ecological history of the island.

How about climate and earth sciences?
It goes without saying that, over the coming years, we will monitor how climate change is affecting our ecosystems. We have recently demonstrated our commitment to the earth sciences by commissioning airborne imaging of Calvert and adjacent islands.

What is your day-to-day role?
I am effectively the mayor of a small town - peak population 100 - that must create, manage and maintain its own services: electricity, water, sewers, networks, telecoms, transport and a supply chain for food and other goods.

In years to come the Alberta tar sands project could pipe oil to the coast of British Columbia for export. Will that pose a challenge to Hakai?
We'll still be here whichever way that issue goes.Personally I think shipping unprocessed tar sands product overseas is bad economic policy and worse environmental policy.

Philippine BPOs court Democrats', Republicans' goodwill

MANILA, Philippines - With a rise in anti-outsourcing sentiment in the United States, firms are eager to rebrand the business process to make outsourcing to the Philippines more palatable to American Democrats and Republicans.

Since U.S. companies provide the clear majority of Philippine outsourcing work, winning over American support for the industry is imperative, explained Alfredo Ayala, Chairman of the Business Processing Association of the Philippines (BPAP) at an annual outsourcing summit on October 8.

"We want to make sure to keep the market leadership in the U.S.," said BPAP President and CEO Benedict Hernandez. "From a market perspective the U.S. is the biggest market in all categories. It's still dominating globally?. About 74% is the U.S. market (for) business. [About] 26% is the rest of the world."

Filipino firms are cautious not to outrightly support either candidate and say they are making efforts to talk to legislators on both sides of the aisle. The outcome of the election is still in question so Business Process Outsourcing (BPO) firms could be dealing with either candidate's policy platform for the next 4 years.

"I don't like the word 'lobbying.' I prefer the word 'dialogue.' I think we cannot ignore the fact that it is such a big part of the discussion in so much of the developed world's political economy. So it is incumbent on us to make sure people understand all sides of the discussion," said Ayala.

It's about changing the mindset towards outsourcing, he explained. "When you say technology, no one has a negative reaction to it, even though at the end of the day, it's technology that is probably quote-unquote the biggest destroyer of jobs. Things get more efficient and you do it in a different way. I think that would be the [goal], so people can view [outsourcing] objectively in terms of the pros and cons," said Ayala.

The outcome of the U.S. election in November is still in question so Business Process Outsourcing (BPO) firms could be dealing with either candidate's policy platform for the next 4 years. Outsourcing firms as far as India believe they should take the a bipartisan approach to courting more positive business sentiment, said Som Mittal, the President of the National Association of Software & Service Companies (NASSCOM), an organization of Indian information and technology business process outsourcing (IT-BPO) firms.

"For us our focus is business. We are all bipartisan. We have to be bipartisan right? It doesn't matter. We have thrived at a time when Republicans were in the seat. We have done well when Democrats have been (in power)," he said.

"From my vantage point, we work as much with the Democrats as with Republicans. And we have the same situation in our countries where we have multiple political parties at various federal and state levels. I don't think we as organizations would take sides on backing one or the other," he added.

A real need for good will

With the American election season underway with unemployment a crucial election issue, both parties' candidates have pointed the finger at outsourcing.

A central talking point of Barack Obama's campaign has been Mick Romney's involvement in Bain Capital, a private investment firm that Democrats say bought companies, laid off many American and sent their jobs abroad where they could pay less.

"You got to give Romney credit. He's a job creator - in Singapore, China, India. He's been very good at creating jobs, overseas," said Obama's Vice President, Joe Biden in June. ?

In July, Romney called Obama the real "outsourcer-in-chief" for giving stimulus funds to companies that "end up making their products outside the United States.

So far the sentiment has been confined to a word war and has not translated into new legislation, though a bill was put to the Senate to end existing tax breaks for employers who send their jobs overseas. The US Senate killed the bill by a 56-42 vote, not a long shot from the 60 votes needed to put the bill to a final vote.

"It's effecting economies that are not doing so well so when you say outsourcing (the mindset is) you're taking out our jobs instead of looking at it as a better service provider," acknowledged Mitch Locsin, Vice President And Head of Corporate Relationship Management for Philippine Long Distance Telephone Co. (PLDT).

Many BPO firms in the Philippines claim they make American businesses more cost effective. "We make U.S. companies more competitive" said Hernandez.

Local firms point out that many of the jobs that have gone abroad are in manufacturing, which is not a specialty of the Philippines. While some jobs have come back to the U.S., many haven't.

Philippine firms realize it's a sensitive subject for their former colonizer.

"We need to be very sensitive," said Hernandez.

"There are companies whose philosophy is, 'No, I am not going to ship out any jobs,' And that's their right," he said. "And our job as the delivery executer is to deliver really well so they know [they are getting the] value being paid for."

The negative connotations that these local firms have to combat are strong, especially during the election season.

"The changing of branding is going to be a tough job on finding the right niche of how it should be branded because it will still be affiliated with outsourcing no matter what," said Locsin. - Rappler.com

I?m Pam. Right before I turned 30, I found a lump in my breast. I was fit, healthy, and had no family history of breast cancer. So at first, my doctors thought I was safe from the dreaded C-word. But I just knew something wasn?t right. Sure enough, within HOW MANY weeks, I was diagnosed with Stage III breast cancer. And that wasn?t all ? after starting treatments I found out that my cancer was particularly aggressive. My doctor held back tears when she told me I had six months to live. One day I was moving from Massachusetts to New York to begin a new career; the next I?m just hoping to make it to my 30th birthday.

That was six years ago. I?ve been blessed with a team of incredible doctors, nutritionists, health professionals, and supportive friends and family. And in these few years I?ve learned some amazing lessons.

One: Cancer is not just something you can cut or chemo out and be done with. Today, new therapies enable cancer fighters to live longer, fuller lives and ultimately heal. Yet many cancer patients miss out on these treatments because they don?t get the information or costs and insurance restrictions keep them away. I believe that shouldn?t ever happen.

BARCELONA, Spain (AP) -The meetings between Barcelona and Real Madrid had become less and less about football lately, dominated instead by sideshows centered on ugly accusations, red cards and infamous eye pokes.

That was until Lionel Messi and Cristiano Ronaldo combined Sunday to return one of football's greatest rivalries to its rightful place, matching each other with a pair of two-goal performances that fully lived up to their stature as the best players in the world.

The 2-2 draw didn't lack potential distractions, with Madrid defender Pepe calling Andres Iniesta a flopper, and tens of thousands of Catalan separatists clamoring for independence from the rest of Spain. But Messi and Ronaldo's dazzling duel overshadowed all premature title forecasts and controversies, with the chase for the Ballon D'Or award providing the perfect backdrop. The shortlist of candidates for the world player of the year award will be announced on Oct. 30, with Messi and Ronaldo the two leading contenders.

"It would have been better to win, but they have a great player (in Ronaldo). It was an evenly matched game," said Messi, whose Barcelona maintained its eight-point advantage over titleholders Madrid.

Even though spirits were kept in check during their first two contests in the Spanish Super Cup this August, games between the two powerhouses in recent seasons have often been marred by aggressive play and on-pitch scuffles. Madrid had seen seven players sent off in their previous 13 matches with Barcelona.

"(Sunday) was a day for everyone to be content and proud of their team," Alfredo Relano, editor of sports daily AS, wrote in his column on Monday. "It was a fine game, played with complete honor by all. ... Finally, we saw embraces afterward, farewells between friends who had done their job and could go to the showers satisfied that they had given it their all."

Messi and Ronaldo have been shattering records and tormenting opposing defenses throughout Spain and the rest of Europe for several seasons. The 25-year-old Messi scored a European club-record 73 goals in all competitions last campaign, and set a Spanish league record with 50. Ronaldo, two years older at 27, was right behind Messi with 46 league goals, and he has recorded an amazing 160 goals in 155 games in just over three years with Madrid.

But never before had their mastery of the sport been showcased so vividly in a head-to-head matchup.

Ronaldo's first goal was a combination of precision and power as he sliced Karim Benzema's pass with a single touch between the near post and goalkeeper Victor Valdes.

With Madrid surging forward, Messi then responded with a never-give-up effort, sneaking in among Madrid's bulking defenders to grab a loose ball and audaciously poke it home.

The Argentina forward then stepped up to convert a sublime free kick from almost 25 yards out that he himself had earned by drawing a foul with another intrepid incursion through the heart of Madrid's defense.

Messi's dipping free kick, reminiscent of the one he scored at the Santiago Bernabeu in the return leg of the Spanish Super Cup, gave him 17 career goals against Madrid. Madrid legend Alfredo Di Stefano, who played in the 1950s-60s, holds the record of 18.

"It would be an honor to equal Di Stefano's record because he meant so much (to football)," Messi said.

Ronaldo, however, was not done, and he worked into position to receive Mesut Oezil's pass and coolly slot by Valdes to silence the 98,000 strong Camp Nou crowd and justly split the points.

Madrid could have gone up 2-0 if Benzema hadn't scuffed a clean look off the upright, while Barcelona's Martin Montoya almost snatched a late victory with a long strike that hit the crossbar. But it seems apt that neither team could say they were better on such a night.

Madrid-friendly sports daily Marca echoed coach Jose Mourinho with its headline Monday: "From another planet: Messi and Ronaldo show with their doubles why they are the best in the world."

Mourinho, who accused Barcelona of receiving preferential treatment by referees in the Champions League two seasons ago, was seemingly disarmed by the pair of competing superstars.

"Everyone is happy (with the result) because many times these important games are too tactical, and there are not enough goals, but this `clasico' match had everything that people like to see," Mourinho said.

Mourinho even appears to have made progress in his relationship with counterpart Tito Vilanova, who received a finger in the eye from the Portuguese coach just over a year ago at the end of a heated encounter.

"I thought it was a great game, and I told Vilanova so afterward," Mourinho said.

Montserrat Fernndez-Vallejo, a telecommunications engineer and graduate of the UPNA-Public University of Navarre, has experimentally developed various fibre-optic sensor networks for the remote monitoring of large infrastructures. Specifically, she has managed to develop the largest network so far in existence measuring 250 km, which is equipped with a multiplexing capability, (which enables two or more information channels to be combined within a single transmission medium).

This technological development in the field of remote communication has enabled new lines of research and a host of practical applications to be opened up. Of particular importance among them is the monitoring of intelligent or large infrastructures for which the sensor networks are of tremendous use. As Montserrat Fernandez points out, "With remote monitoring we can analyse a structure or large infrastructures like marine platforms from a central hub located tens or hundreds of kilometres from the infrastructure to which the sensors send the information without the need for any power source." This log enables measurements of structural or environmental parameters to be obtained, critical states to be observed, the correct maintenance to be provided and possible accidents to be prevented.

Fibre-optics is a transmission medium routinely used in data networks. It consists of a very thin strand of glass or plastic material along which the light that represents the data transmitted is sent. The fibre-optic sensor is a device capable of detecting variations of a parameter thanks to the change that this produces in some of the features of the light. The sensing network comprises a group of sensors placed directly on or very close to the infrastructure that is to be evaluated.

Challenges addressed

The thesis "Contribution to the development of optical networks for fibre Optics sensors using fibre lasers" has been supervised by Professor Manuel Lpez-Amo Sainz, of the Department of Electric and Electronic Engineering of the UPNA-Public University of Navarre; it took top honours and a cum laude distinction, with European Doctorate Mention.

In her research, Montserrat Fernndez addressed the three main challenges posed by optic sensor networks: multiplexing sensors in a single network, ensuring continued service in the event of a possible fault in the network, and allowing remote monitoring.

In this work she also developed the longest network so far with a multiplexing capability which extends to 250 kilometres. Multiplexing allows the systems and their cost to be simplified. "With multiplexing," the researcher points out, "firstly, we share the same transmission medium to broadcast information coming from different sources, and secondly, we share the transmitter and the receiver." In the case of remote fibre-optic networks, it is the fibre itself that functions as the medium of transmission: the sensors send the information through it and all the information received is handled at the main hub.

The principal applications of fibre-optic sensor networks are connected with cases in which the structure that needs to be monitored is economically very costly (oil pipelines, high voltage lines), when there is a risk of human loss (nuclear plants, chemical product warehouses, bridges, dams, etc.) or when a perimeter needs to be monitored.

Montserrat Fernndez-Vallejo completed her degree in Telecommunications Engineering at the UPNA-Public University of Navarre in 2008. Since then, she has worked as an assistant and collaborator in projects in the Department of Electrical and Electronics Engineering. She did two periods of research: at the Universit degli studi di Parma (Italy) in 2009, and at the Institute of Photonic Technology (Jena, Germany) in 2010.

Her PhD thesis has given rise to 15 articles in influential international journals, 12 papers at international conferences and 3 papers at national conferences.

World Routes Kicks Off in Abu Dhabi - Business Review India

2,800 delegates, 750 airports and 300 airlines gather in the capital of the UAE for the world's largest commercial aviation event ?

40 airline CEOs and 16 tourism ministers expected

World Routes, the 18th World Route Development Forum was officially opened today by Abu Dhabi Airports Company's (ADAC) CEO, James Bennett. ?The event, which takes place over four days, will attract 2,800 senior professionals who represent over 300 airlines and 750 airports as well as numerous governments, destinations and tour operators.

There are more airline delegates registered this year than at any previous event, representing all leading airlines including Lufthansa, British Airways, Air France/KLM, Etihad, Emirates, United Airlines, LATAM, COPA, South African, Air China, China Eastern Airlines and Qantas as well as airports from around the globe. ?The event will also see more senior executives in attendance than in previous years, with 40 airline CEOs and 250 airport CEOs and board members as well as 16 tourism ministers registered to attend. Carriers which have confirmed that their CEO will be in attendance in Abu Dhabi include Kenya Airways, Air Arabia, CSA-Czech Airlines, Etihad Airways, Vueling and Air Seychelles.

On the first day of the event the World Route Development Strategy Summit, which takes place alongside World Routes, was launched with a keynote speech by ADAC CEO, James E. Bennett. ?The summit provided a platform for industry leaders to discuss key on-going topics that impact this dynamic and ever-evolving industry. ?Key topics highlighted during the summit included: taxation; rising oil prices; aeropolitics; environmental factors; sustainable route development; economic development; and, general regional perspectives on aviation and its potential for growth.

Along with the summit opening, Routes held a joint press conference with Abu Dhabi Airports Company to announce the launch of the event and to engage with the 180 accredited journalists on Route Development strategies and trends. ?In addition, the first day of the forum started with meetings held between airlines and airports to seek and plan for new routes.
