HONOLULU (AP) ? The late U.S. Sen. Daniel Inouye is being praised as a humble leader who embodied honor, dignity and duty during a public visitation at Hawaii's state Capitol.

Hawaii Gov. Neil Abercrombie told hundreds of people gathered Saturday night that Inouye went from being considered undesirable as a Japanese-American at the start of World War II to gaining the respect of the country's leaders in Washington.

"Rest easy, you are at home with us in paradise," Abercrombie said. Abercrombie's remarks toward the end of an hourlong ceremony marked the start of seven hours of public visitation.

Inouye's closed casket, covered with an American flag, was escorted in by seven pallbearers along a red carpet to the center of the Capitol courtyard.

After the ceremony, it was placed in a large tent with the U.S. and Hawaii flags behind it, as people lined up outside to pay their respect, starting with Inouye's wife, Irene Hirano Inouye.

Inouye is just one of several Hawaii icons to lie in state at the Capitol in Honolulu. Sen. Hiram Fong was honored the same way in 2004, as was U.S. Rep. Patsy Mink in 2002 and singer Israel Kamakawiwoole in 1997.

"The Senator was the quintessential man of his word," said state House Speaker Calvin Say, who said Inouye understood that trust is the strongest currency in politics.

Say said Inouye let his work do the talking for him.

The 88-year-old World War II hero and federal lawmaker of more than five decades died Monday.

Inouye was a high school senior in Honolulu on Dec. 7, 1941, when he watched dozens of Japanese planes fly toward Pearl Harbor and other Oahu military bases to begin a bombing that changed the course of world events.

He volunteered for a special U.S. Army unit of Japanese-Americans ? including several who attended the Saturday night ceremony. Inouye lost his right arm in a battle with Germans in Italy. That scratched his dream of becoming a surgeon. He went to law school and into politics instead, becoming a congressman and the first Japanese-American elected to the Senate.

He became known as a solo economic power in his home state as part of the Senate Appropriations Committee, where he steered federal money toward Hawaii to build roads, schools and housing.

Colleagues and aides lined the rotunda of the U.S. Capitol on Thursday to bid aloha to Inouye during a rare ceremony to demonstrate the respect he earned over decades.

He was eulogized by President Barack Obama.

Obama, who arrived early Saturday in Honolulu for his annual Christmas family vacation, said during a service at Washington's National Cathedral on Friday that Inouye's presence during the Watergate hearings helped show him what could be possible in his own life.

Visitors began signing condolence books at the governor's office on Friday, with additional books available at the Saturday service.

The service brought a steady stream of mourners toward downtown Honolulu one day before another service for Inouye was scheduled at the National Memorial Cemetery of the Pacific. Obama plans to attend that ceremony, White House officials said on Saturday.

Daily Kos: Stop Special Needs Vouchers in Wisconsin!

If there's one thing we've learned in Wisconsin since February 2011, and in Michigan just this month, it's that what gets passed in the statehouse after the election can be devastatingly different than what was promised or campaigned upon or even hinted at before. ?We've also been hit with the following corollary: these things can happen with blinding speed.

Since the Nov. 6 election, the Walker administration has made no secret of their priority-plans to expand school vouchers in Wisconsin beyond the current voucher-cities of Milwaukee and Racine, but so far there hasn't been a peep about a certain piece of voucher legislation that deservedly failed during the last legislative session: the ALEC-sourced "Special Needs Scholarship Program Act," AB110/SB486.

But just because they haven't said anything, doesn't mean it's not coming. ?There's a consistent expectation among those "in the know" at the Capitol: the special needs vouchers are an unspoken priority for the Walker administration, and the voucher legislation will be back before we know it. ?The only questions are when and how. ?Separate legislation? ?Rolled into an omnibus voucher expansion bill? ?Buried in the state budget? ?Inserted into the state budget later in the middle of the night (as happened with voucher expansion language in 2011)?

I started writing about special needs vouchers in Wisconsin all the way back in May 2011 (Piratizing Special Education in Wisconsin: AB110)

The statewide special education vouchers, as proposed last session, would allow families of students with disabilities to take tax-dollars used to educate their child in public school, and spend them to send their child to private school instead. ?Any child with an Individualized Education Plan (IEP) at a public school would be eligible, regardless of income.

The proponents of these "scholarships" make it sound so good -- but the promises are terribly hollow and the damage would be extensive, both for potential voucher students and for their classmates remaining in public schools.

More below the cheddar swirl...

First thing most parents don't know about these vouchers:
Anyone who takes a special needs voucher would forfeit all their rights and protections under the Individuals with Disabilities Education Act. ?
This includes things like the right to an enforceable IEP; the right to have access to qualified staff; the right to not be expelled for behavior related to the disability; the right to have a transition plan from school into adult life. ?Private voucher schools would not be required to provide even a single special-education professional or therapist!

Second related thing that most parents don't know: ?
If things go wrong at a voucher school, you have no right to stay if they want you to leave. ?
The public school has to educate your student; the private school has no such obligation. ?In fact, the private school could decide mid-year to send your student back to the public school... but keep the voucher money for the year. ?It's a terrible double-whammy for the public schools, as they not only lose the resources with the voucher but then have to do their best for the student who returns without the money if the voucher school kicks him or her out.

In fact:
No voucher school is obligated to take your student in the first place. ?
We've already seen this in the longstanding Milwaukee "Parental Choice" voucher program, where they're not-accepting students with disabilities in droves. ?Under 2% of current voucher students in Milwaukee have disabilities, while the figure in the Milwaukee public schools is now approaching 20%! ?A similar dynamic would surely happen with statewide special needs vouchers -- only those students with less-severe disabilities would be accepted, leaving the students with greater challenges to cope with a reduced pool of shared-resources back in their public school.

On top of all this:
The voucher schools would not have to accept your special needs voucher as full tuition. ?
Private schools could charge more if they choose, leaving lower-income families struggling or unable to make up the difference. ?So the vouchers would end up subsidizing wealthier families, including those who could easily afford private education on their own.

And finally, most parents have no idea:
There were NO disability-advocates at the table when this legislation was created. ?
No people with disabilities themselves, no parents, no disability organizations, no special educators. ?Nobody but corporate representatives dictating corporate profit-interests to state legislators -- because this legislation comes from the American Legislative Exchange Council (ALEC), and that's how they operate.

Fortunately, some parents of students with disabilities in Wisconsin (including myself) do know, and want as many others to understand what this legislation really means -- before it's sprung on us once more. ?A new statewide grassroots group is underway, entirely parent-led: Stop Special Needs Vouchers. ?The group is online on Facebook and with the Stop Special Needs Vouchers blog. ?There's even an e-mail announcements list for breaking calls-to-action! ?To join, just e-mail a request to stopspecialneedsvouchers@yahoo.com (the admins request in turn that you include just a little information about yourself in the note -- e.g. "I'm a parent from Racine" or "I'm an educator from Marinette.")

We know that, in additional to the near-unanimous opposition from Democratic state legislators, there are also Republican legislators with serious doubts about special needs vouchers. ?If we work together, we can stop this. ?But the time to organize is NOW -- because if we wait until the legislation actually appears, it could indeed be too late.

Walgreen fiscal 1Q profit sinks nearly 26 pct

Walgreen Co.'s fiscal first-quarter earnings sank nearly 26 percent as the nation's largest drugstore chain filled fewer prescriptions and absorbed costs tied to acquisitions and Superstorm Sandy.

The Deerfield, Ill., company's performance fell short of Wall Street expectations, and the stock slipped Friday morning.

Walgreen said the storm system that swept up the East Coast in late October cost $24 million in the quarter, as it temporarily closed hundreds of stores. Acquisition-related costs totaled $23 million in the quarter.

Walgreen said prescriptions filled at stores open at least a year fell nearly 5 percent, a smaller decrease than the 8 percent drop it reported in the previous quarter. The drugstore chain said the improvement was due to its return to the network of Express Scripts Holding Co., the nation's largest pharmacy benefits manager.

Overall, Walgreen earned $413 million, or 43 cents per share, in the three months that ended Nov. 30. That compares with net income of $554 million, or 63 cents per share, a year ago. Walgreen said earlier this month revenue fell nearly 5 percent in the quarter to $17.34 billion.

Excluding one-time costs, adjusted earnings were 58 cents per share, which missed analyst expectations.

Analysts forecast, on average, earnings of 70 cents per share, according to FactSet.

Citi analyst Deborah L. Weinswig said in a research note she thought investors would be disappointed with the performance.

Shares dropped 2.5 percent, or 93 cents, to $36.62, after markets opened. That represented a deeper slip than the drop of more than 1 percent by the Standard & Poor's 500 index.

Walgreen runs more than 8,000 drugstores in all 50 states. The company's revenue has slumped through 2012 after it started the year stuck in a contract squabble with Express Scripts, for which it fills prescriptions.

The companies had let a contract between them expire last December, and their new agreement didn't start until September. The split meant many Express Scripts customers went to new drugstores for their prescriptions.

Walgreen is trying to bring as many of these customers back to its store as it can, but competitors like CVS Caremark Corp. and Rite Aid Corp. are trying to keep that new business.

Generic drugs also have pinched revenue for Walgreen and other drugstores this year. Generic equivalents to brand-name drugs hurt revenue because they are cheaper, but they help profitability because they come with a wider margin between the cost for the pharmacy to purchase the drugs and the reimbursement it receives.

Major acquisitions also have affected Walgreen's bottom line. It is spending $4 billion in cash and more than 83 million shares for a 45 percent ownership stake in Alliance Boots, a Swiss company that runs the largest drugstore chain in the United Kingdom.

It also spent $438 million to buy a regional drugstore chain focused on the mid-South under the USA Drug, Super D Drug and Med-X names.

Roambi: Bulk of data not used by businesses - Advertising - BizReport

Researchers with Roambi found that most (67%) believe big data investments will be a key for 2013, as will mobile hardware (46%) and security (35%). But, while the respondents believe data is important about half say they only get value from about half of the data collected.

"The results of this survey further confirm to us that a more consumer-like and design-driven approach to business intelligence is becoming increasingly important when it comes to interacting with key business data," said Santiago Becerra, CEO, Roambi. "Dexterity, grace and ease-of-use are replacing struggle as Roambi customers find themselves able to visualize and mine data in more meaningful and useful ways."

Looking ahead, mobile is expected to help businesses better grasp what the data collected means. Nearly half (40%) said laptops were the best productivity tools, but tablets/smartphones ranked at the top of the list, as well. As for the most important mobile tools, respondents listed business intelligence apps (43%), CRM tools and Social Media as the most important mobile tools.

Other interesting findings include:

? Meetings were found to harm productivity the most
? Slide, Spreadsheet presentations were close behind
? 40% say about half their business takes place outside the office, via mobile devices
? 76% say they'll work remotely over the 2012 holidays

As for where businesses are making presentations, restaurants still top the list (15%), followed by airplanes (11%) and bars/golf courses (6%).
